By their very nature, the answer is yes.
In order to create a truly spherical tip on an endmill, the flutes, whether 2, 3 or more flutes, must be sharpened to the very center and end of the cutting tool.
As a side note: Ball-nose endmills are generally used for 3D contouring operations; molds, complex shapes, etc. When deciding on what size ball tool to use, consider the largest size (diameter) that’s practical for the part and process. This will leave smaller scallops, resulting in a better finish.
